How NREGA payment is made?
All payments to NREGA beneficiaries are processed through the Aadhaar-based payment system (ABPS). This system utilizes the Aadhaar number as a central identifier to electronically transfer government subsidies and benefits into Aadhaar-Enabled Bank Accounts (AEBA) held by the beneficiaries. To participate in ABPS, a NREGA job card holder must link their bank account with Aadhaar and ensure that the same account is registered with the National Payments Corporation of India (NPCI) mapper. The NPCI mapper serves as a database maintained by APBS, containing Aadhaar numbers and associated bank Identification numbers (IIN). This information facilitates the routing of APB transactions to the respective destination banks. Banks are required to upload Aadhaar numbers into the NPCI mapper using a specified file format through the NACH portal.
Daily wages paid under MGNREGA not adequate: Parliamentary panel
On February 8, 2024, the Parliamentary Standing Committee on Rural Development and Panchayati Raj called for immediate increases in wage rates provided by the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The committee recommended that the government explore the feasibility of adjusting the base year and base rate for MGNREGA wages.
“The committee noted significant wage disparities across states, ranging from Rs 221 in Madhya Pradesh and Chhattisgarh, Rs 224 in Arunachal Pradesh, Rs 228 in Bihar and Jharkhand, to Rs 354 in Sikkim’s three gram panchayats (Gnathang, Lachung, and Lachen), Rs 328 in Nicobar, and Rs 311 in Andaman,” it stated.
“Considering the stagnant wage levels since 2008, the committee found them inadequate and not keeping pace with the rising cost of living. Currently, agricultural and other laborers engaged in various activities often earn higher daily wages compared to those guaranteed under MGNREGA,” the committee observed. “Insufficient wage rates under MGNREGA may be contributing to the shortage of workers,” it added.
Govt makes ABPS mandatory for NREGA payments from Sept 1: Reports
According to recent media reports citing reliable sources, the government has mandated the Aadhaar-based payment system (ABPS) to disburse wages to workers registered under the NREGA. This new requirement will be enforced starting September 1, 2023. States are now racing against time to implement the ABPS, with only a few days to complete the necessary preparations. Data from the NREGA website reveals that 19.4% (2.77 crore) of active NREGA workers still need to be integrated into the ABPS system.
